The founding of a nation
Prior to the year 2070, the region now known as Outreach was populated mainly by scattered nomadic human tribes. These tribes vied with packs of gnolls, bands of lizardmen and even more savage creatures from the south and east. To the west of this area was the City-State of Je-Lorak. Although Je-Lorak kept largely to itself, its people were great practitioners of the art of war and there were occasional efforts to increase its area of influence into the surrounding areas, including Outreach.

This changed in 2065 when a lizardman invasion reached Je-Lorak. The two most powerful men in the city at this time were Gravek Elovich – leader of the city, elected through the tests of war-craft – and Pen Yirrock, the longest serving priest of the War God. As the lizardmen approached the City-State, Yirrock ordered Elovich to declare war. Instead, Elovich, not wishing to see his people slaughtered within their own city walls, met with the lizard king and attempted to make peace. Enraged, Pen Yirrock called down the rage of the War God on all within the city. This mad rage possessed all of the citizens of Je-Lorak, but instead of compelling them to attack the lizardmen as the priest has intended, they turned on each other.

Within a matter of hours, the people of Je-Lorak destroyed their own city. Both of the protagonists – Pen Yirrock and Gravek Elovich died in the ensuing battle, Elovich by Yirrock’s blade. The few survivors of this calamity fled into the surrounding areas. Strangely, the advancing lizardmen army never reached the city of Je-Lorak. Shortly after the city ripped itself apart, the forces of the lizardmen retreated abruptly southwards.

Approximately a year later, one of Elovich’s descendants – a man named Yarek Elovich – united a group of the survivors of the fall of Je-Lorak under his banner. (History is unclear if Yarek was Gravek’s son, or a more distant relative.) Yarek led his band southwards and for three years assisted the lizardmen nation in their efforts to drive back southern orcish armies. In 2070 the orcish armies were finally repelled and Yarek and his men were able to return northwards. In return for their assistance against the orcs, the lizardmen provided Yarek and his allies with the resources necessary to establish a new settlement. The city of Outreach was founded.


The growth and decline of Outreach
By 2135 the City was ruled by another member of the Elovich lineage – Cavnaz Elovich. Cavnaz was a wise and able ruler and by 2150 he was able to peacefully unite the settlements surrounding Outreach City under the treaty of The Twelve Villages. For the next dozen years, the region prospered. A diamond mine was established, new lumber-mills were set up and trade between the inhabitants of the region known as Outreach flourished.

In 2163, Cavnaz Elovich led an expedition across the mountains bordering the north-east of Outreach into a region known as Murn Land. Little is know of the fate of this expedition – the few communications received by the city seemed to indicate that the group had experienced unusual difficulties crossing the mountains. Nothing more was ever heard from Cavnaz or the other members of the expedition and with his passing, the Elovich lineage also died out.

Although the momentum given to the forest nation by Cavnaz’ rule continued for many decades, the city lacked the strong leadership provided by the Elovich family, and the nation began more than four centuries of decline. This decline was punctuated by some disastrous decisions, notable the attempted invasion of the lizardmen nation in 2350. The then ruler of Outreach, Holic Munrak, sent a sizeable force of Outreach warriors against the northernmost lizardman settlement. The force was ill-prepared and the campaign was a disaster. The King of the Lizardmen left just a single man alive to inform Holic that the three century old state of peace between the lizardmen and Outreach had now ended.


The treasures of Canvaz Elovich
In 2694:4, while adventuring with Joranth Bumblefoot, Euvgeni recovered the long-lost treasures of Cavnaz Elovich. These five magical items were wielded by the great ruler more than five hundred years ago. Even though there have been occasional mutterings from the Outreach Council about these items being "national treasures", most of these treasures are stored carefully in the Maryamitrevnavich Estate in Outreach City. Euvgeni keeps the pendant and the ring with him.

The Maryamitrevnavich era
By the middle of the 2600’s Outreach had begun to recover from its period of decline. The long dormant diamond mine had been reopened and a steady increase in trade with Ivrea in the north had brought renewed development to the nation. The memory of difficult times gone by was still strong in the memories of the nation’s elders, however, and this lead to a strong work ethic and encouraged industriousness in the people of Outreach.

Into this environment was born Euvgeni Maryamitrevnavich, son of Michael – a craftsman who owned smithies in Outreach and several of the Twelve Villages – and Marta, a stern hawk-like woman. Euvgeni’s childhood was peppered with incidents and it became evident that the youngster would grow up to challenge authority. At the age of just thirteen, Euvgeni was sentenced to serve time as a carpenter for damaging public property. Three years later, at the tender age of sixteen, he was framed for the murder of the President of Outreach. In a remarkable turn of events, the young Euvgeni was cleared of these charges, and later in the same year was appointed as the new President.

Euvgeni’s father provided him with much guidance and support during his first two years of leadership and although he did make some mistakes he also proved a remarkably able leader. Together with his father, Euvgeni disbanded the Senate structure of leadership and brought the historic Outreach Council back into existence. After two years, Euvgeni stepped down from his position to go travelling and Michael Maryamitrevnavich took over the reins in his absence. Unfortunately, Michael suffered several bouts of serious ill-health in the following years and the Outreach Council took a more direct hand in the day-to-day affairs of the forest nation.

In 2694, Euvgeni returned to Outreach with his halfling companion Joranth. Together they recovered the lost treasures of Cavnaz Elovich – presumed previously to have been lost with Cavnaz in Murn Land. Shortly afterwards, Euvgeni once again took up the mantle of leadership of Outreach. He also married Baroness Kyra Jessica Bergeron in a private ceremony in Outreach City. Since their marriage, the couple have had five children – three identical girls born in 2696 and twin boys born in 2698.

Over the next ten years, Euvgeni worked hard to bring prosperity to Oureach. He founded Artisans’ Guilds in Outreach City and travelled to the new dwarven city of Nedgari to set up similar guilds there. Together with the dwarven ruler of Nedgari – Fengar the Grey, Euvgeni established the Nedgari Warriors’ Guild. Strong trade ties remain between the Ivrean dwarves and Outreach – the two groups share similar interests in warfare, crafts and mining. Euvgeni also strengthened ties with the somewhat xenophobic elves, presenting the Elven Court with his greatest literary accomplishment – a tome titled The Twin Histories of Outreach.

During this period, Euvgeni – in an effort to encourage his people to adopt a broader world-view – put back into practice an ancient tradition requiring youths with berserker traits to leave Outreach and travel the world for at least five years. (Most historians believe that the berserker characteristics exhibited by some Outreachers are inherited from the descendants of Je-Lorak.)


Conflict in the South
During the last two years, conflict in the southern regions has had a significant impact on Outreach. Faced with increasingly frequent lizardman raids and an obstructionist Council, Euvgeni disbanded the Outreach Council in 2704 and took direct and fairly absolute control of Outreach City. Over the next few months, the forces of Outreach fought several skirmishes with the lizardmen, eventually driving them away from Outreach and towards the halfing nation of Waterloaf.

Early in 2705, the lizardman army reached the outskirts of the city of Béray. What triggered the lizard creatures’ next move is unclear, although there is a persistent rumour that Euvgeni somehow offended lizards’ High Dreamer. Whatever the cause, the lizard army abruptly began to march towards Outreach once again. In an effort to slow the forces down, Euvgeni commanded his troops to march towards Béray and then retreat, using slash and burn and raiding tactics against the lizardmen.

As if the threat of the lizardmen army were not enough, several squadrons of Outreach troops were decimated by an unexpected dragon attack. At first, Euvgeni and his allies assumed the dragon to be allied with the lizardmen, but the opposite proved to be true. Thanks to the threat of a powerful mutual enemy in the form of the dragon Dagaronzie, a truce was struck with the Prince of the Lizardmen in 2705:4.

In the last few months, the situation in Outreach has stabilised significantly. Although the truce with the lizardmen can best be described as "uneasy", it still holds. Both nations are now more concerned with rebuilding than with conflict. In Outreach, the Dragonwatch guard has been established to defend and guard against further dragon attacks. The dragon Dagaronzie has not been seen for several months now, so there is hope that this threat has passed.

The settlements to the west of Outreach suffered the most during the war with the lizardmen. What little was left by the slash and burn tactics of the Outreach forces was destroyed by the lizardmen army. It is hoped that a recent influx of displaced halflings will help the region redevelop its agriculture and farming.

The current peace has allowed Euvgeni to step down from his position as leader of Outreach and hand control of the nation back to the Outreach Council. Euvgeni has stayed on as the Commander-in-Chief of the Outreach forces, but the day-to-day affairs of the military are now handled by General Panagiotis. Euvgeni is now focussing his energies on foreign affairs and represents the interests of Outreach at the Ivrean Council. His wife, Kyra, manages most of the family’s business affairs, and her time is equally divided between Outreach and the cities of Rotan and Nedgari.
