Through a clever pulley that twists a piece of twine like a coil, the device has stored kinetic energy. When the switch is released, a bit of fleece races around a glass rod (on the inside of the cylinder), charging it with static. No more nasty discharges or the need for two hands. Use of this device reduces the casting time of a lightning spell from 1 action to a free action. After each use, the spring has to be re-wound which takes a full round.
